ACBA was set up by the State in 2007 to deal with the issue of the Bedouin land claims in the Negev and to advance solutions for their settlement into legal and planned localities. ACBA includes very little Bedouin representation and is treated with suspicion by most Bedouin, especially those in the unrecognized villages.
