Master plan
A non-statutory plan, similar in nature to an outline plan, which designates land use (where to build housing, schools, parks, infrastructure etc.). The disadvantage of a master plan is that it is not deposited for public review. The advantage is that such a plan can delineate a locality’s planning preferences, without the need for statutory approval.
