Planning and Building Committee
A local Planning and building committee is responsible for issuing building permits, based on the approved local outline and/or detailed plans. In Israel, local committees have also the authority to approve some types of plans (e.g., a plan that changes building lines). They are also responsible for enforcement against illegal construction within their planning area and for preparing outline plans therein. District Planning and Building committees are authorized to approve most types of local outline and detailed plans within the relevant district. The National Planning and Building council has the authority to approve district outline plans, and makes recommendations to the government regarding national outline plans and other issues of national importance regarding building and planning. Similarly to a court system, appeals of decisions may be made to a higher level of the planning and building committee.
