Outline plan

Outline plans regulate the land uses in a defined area, e.g. residential construction, public buildings, public open spaces, industry etc. National outline plans refer to issues of national importance, such as highways, electric or water infrastructure, national parks and the location of cities, towns and villages. District outline plans relate to all or part of one of the six administrative districts of Israel, regulating at the district level land uses within its boundaries. Local outline plans focus on individual localities or parts thereof and regulate land uses therein. Many local outline plans contain enough detailed provisions and allow building permits to be issued.
