Unauthorized Housing in Arab Localities: Causes and Suggested Means of Regularization – English Abstract
The Arab population, which is mostly traditional in character, generally looks for housing solutions in the locality in which they were born. However, there is a general lack of diverse housing potential in these localities, as well as lack of public resources, such as land or budgets for planning and development. These lead to increased competition over land resources within Arab localities, a steady increase in building density, and also unauthorized development in agricultural lands adjacent to the built-up area of the locality, although, in fact, such lands should be designated for development in the plan.
This position paper proposes basic planning and legal solutions for those buildings that were built without permit due to an inappropriate outline plan for the locality, particularly in areas where a planning process by the authorities is taking place.
